Anti-Corruption Agency Forum Terms of Reference


1. Introduction

The Anti-Corruption Agency (ACA) Forum was established in November 2002 in Seoul, Korea as a venue for policy dialogue among the heads of anti-corruption agencies in the Asia-Pacific region. It is aimed at promoting the exchange and cooperation among anti-corruption agencies in the region and seeking ways to strengthen the roles and enhance the anti-corruption capacities of those agencies.

The 3rd ACA Forum was held in Hong Kong on December 10, 2007. There, Forum members agreed that the Anti-Corruption and Civil Rights Commission of Korea (formerly Korea Independent Commission Against Corruption) would serve as the Secretariat for the Forum.

2. Objectives

The objectives of the ACA Forum include:

  1. to collaborate and perform joint actions at international discussions on major anti-corruption issues;
  2. to discuss issues of common interest regarding the implementation of international and regional anti-corruption conventions and agreements; and
  3. to enhance the anti-corruption capacities of anti-corruption agencies through exchange of the experiences and practices in relation to major anti-corruption policies and measures.

3. Meetings

  1. The Forum shall hold its regular sessions every two years, but the dates of each session may be adjusted at the request of the host agency or any member agency.
  2. A member agency that desires to host the meeting shall make such a proposal to the Secretariat.
  3. The host agency shall chair the meeting and draw up the agenda and other programs in consultation with the Secretariat.
  4. The minutes of the meeting shall be prepared and submitted to the Secretariat by the host agency.
  5. The official language of the meeting is English.
  6. The budget for organizing the meeting shall be covered by the host agency while the cost for participating in the meeting shall be borne by the participants themselves.

4. Member Agencies

  1. Participation as a full member in the Forum is open to the governmental anti-corruption bodies in the Asia-Pacific region.
  2. An application for membership shall be submitted in writing to the Secretariat. Upon prior approval by member agencies, the applicant agency shall obtain the membership at the next forum.

5. Participants

  1. The target participants in the meeting shall be government officials, including the heads of member agencies.
  2. Invitation of non-member agencies to the meeting shall be requested in advance to the Secretariat. The Secretariat shall bring this matter to the attention of member agencies for approval.

6. Secretariat

The tasks of the Secretariat shall include:

  1. setting the direction of the Forum by seeking opinions from member agencies;
  2. assisting the host agency in drawing up the agenda and organizing meeting programs;
  3. keeping member agencies informed of the meetings and facilitate the exchange of information among member agencies;
  4. taking stock of meeting resolutions, circulate them to member agencies, and follow up as needed; and
  5. maintaining contact with member agencies and handle other administrative affairs.
