Establishment

The Independent Commission Against Corruption (ICAC) was established on 15 February 1974 under the Chief Executive with the enactment of the Independent Commission Against Corruption Ordinance (Cap. 204).

The ICAC comprises the office of the Commissioner and three functional departments--Operations, Corruption Prevention, and Community Relations--serviced by the Administration Branch. The executive team comprises the Commissioner, Deputy Commissioner and four directors.

The Commissioner of the ICAC is appointed by the Chief Executive, and shall hold office on such terms and conditions as the Chief Executive may think fit.

Annual budget:

 HK$814.2 million (2010/2011)

Major functions:

The ICAC investigates any alleged or suspected corruption and bribery in both the public and private sectors and any alleged or suspected offence related to elections.

The Commission examines the practices and procedures of government departments and public bodies in order to facilitate the detection of corrupt practices and to reduce the likelihood of the occurrence of corrupt practices. Based on the results of such assignment studies, it recommends preventive measures to relevant government departments and public bodies, and monitors the implementation of the recommended measures. It also provides corruption prevention advisory services to private organizations on request.

The ICAC works to educate the public against the evils of corruption, and to enlist and foster public support in combating corruption.
